OMB Super Circular Training Coming to Dallas in July

- Nationally known grants authority Brian Tipton will teach a two-day grants management course explaining the Office of Management and Budget's Uniform Grants Guidance (popularly called the OMB Super Circular) in Dallas on July 20 and 21, 2017. The course will explain the administrative rules, cost principles, and audit standards that apply to recipients of federal grant funds at each phase of the grant life cycle. A frequent speaker on nonprofit and grants management topics as well as Managing Director of The Private Client Law Group in Atlanta, Tipton has presented similar courses across the country but will be teaching in Dallas for the first time. The training will be held at the Dallas-Addison Marriott Quorum by the Galleria. Recipients of federal grants are generally required to follow the rules in the OMB's Uniform Grants Guidance in operating programs and spending grant funds. The training course that Tipton is set to teach will cover the requirements of the Uniform Grants Guidance throughout the grant life cycle. The course will explain pre-award considerations, award performance, and after-the-award requirements.

Over the span of two full days, Tipton will discuss financial management standards, procurement rules, subaward requirements, property management, direct and indirect costs, time and effort documentation, recordkeeping, close out procedures, funding source remedies, and audits, among other topics. "The goal of the training," Tipton said, "is to provide grants professionals with the information they need to better manage their grants in this time of increased scrutiny."

Although the OMB's Uniform Grants Guidance just took effect in December 2014, it has been amended several times since then, with the latest changes having been made earlier this year. "Failure to follow the rules in the Super Circular can result in a variety of problems from having to repay funds previously spent to loss of future grants," Tipton noted. He continued, "Unfortunately, the rules are still changing and some funding sources have not done very good jobs of explaining the rules. By taking a life cycle approach to discussing the Super Circular's rules with this training, I hope to help organizations avoid problems with their grants."
